a page to upload pictures to share with the community

• click "add picture" in the upper right to upload a new picture
• use the "posted by" links to only view pictures by a particular community member
• use the "tags" links to only view pictures with a particular tag (e.g. common meal, work party, halloween, etc.)

members can also upload pictures using the camera icon on the home page
